[Welcome to the Emporium, an arcade bar that Minako and Sakura have decided to host their joint birthday party at! Come on in and have some fun playing games, eating junk food, and just hanging out with the birthday girls (and guy, if he decides to come).
There are, of course, the numerous arcade games that the place is known for, ranging from the old school 2v2 fighters to the shooting gallery kinds. But there are a smattering of other games as well, like DDR, darts, mini hoops, skeeball, and the pool table, too. There's also a wall of crane games in the back, with plenty of random and mostly cute prizes to win.
Make a stop by the purikura booth if you have time. Make some duck lips at the camera and then take the snaps home! (Or give them to the birthday girls for the memories.)
Oh, and be sure to exchange your money for tokens before you play all these games. The token machine seems kind of finicky, though. Maybe a strong (and hopefully discrete?) kick will help jumpstart it.
Walk to the dining area, and there'll be a feast waiting you! The arcade is providing a ton of pizza and wings, as well as alcohol, if you can show your ID. For dessert, there's the cake that Shuji made for the girls, as well as Minako's lemon tea cakes. Those are limited supply, though, so snag one before everyone eats it up.
Next to the dining area, there's a big sign that says "DUNK TANK OUTSIDE". Maybe take a look? Just be reaaaally sure you want to climb in before you do it, though. The towels provided by the arcade are pretty small.
And finally, if you need a break from the chaos, there's a couple of couches on the second floor. Take a load off and watch from above.]

[She can also be found at the dining area, happily working through half a 12" pizza by herself, the remains of half a dozen chicken wings already sitting on her plate. Her wrists are still red and raw from the tattoos she got earlier that day: on her right, a dragon that looks like her Persona Seth in miniature, his body and tail elongated to wrap around, and shards of blue around his head. On her left, a bright sunflower, with vines and leaves wrapping around as well.
Once she's had a little bit (read: a fair bit) of alcohol in her, she'll also break out a game she brought from home: a spherical shock ball for a few rounds of Hot Potato Categories. Minako inserts the pin into the sphere and grins.]

and because shuji dragged him. and if he hadn’t ended up agreeing in the end, he’s quite sure that his friend would have carried him all the way there, and odasaku would have been too frozen to protest. and that’s how he finds himself in the arcade, in some of his nicer clothes ( a dress shirt and pants ), his stubble shaved and hair brushed back.
he did bring a gift for sakura, though! a copy of the grimm fairytales that he’s read dozens of times, but can never get enough of. it hurts a little to let go of one of his books, but he hopes that she loves it.
and if she doesn’t, he only hopes that she doesn’t tell him about it when she throws it in the trash.
for the most part, though, he’ll be hovering between three places: the crane machines where he’ll be trying to get some prizes for both birthday girls, outside smoking his stress away, and on the couch, sipping his drink quietly. ]

At the crane games, May is slipping in token after token, bound and determined to get one of two things; either the cute as fuck pink dolphin plushie in there, or the equally adorable cat. If she got the dolphin, it was hers. If she got the cat, it was going to Sakura to be sure. But so far, no luck, and she was starting to get frustrated...
At the pool table, a few drinks in at this point, isn't having any better a time. Though one could swear there was something... odd, about the way she was failing. Oh well. She'd probably chalk up an easy win, right? Play at your own risk, marks...
At the food table, she's having *another* drink, but also snatching up one of those lemon tea cakes. Minako's baking was always fantastic and she wasn't about to miss a chance to snatch one up, even if, well, you were already going for it. Fast hands of a pick pocket, and all.

And hey, arcade games? Those are his favorite kind of games. He's especially good at the ones that need skill instead of luck, like DDR, which is probably where you'll find him for a good chunk of the time. He'll try his hand at other things, but dancing always seems to be what he keeps coming back to.

Though rest assured, she's having a lot of fun. This is thankfully nothing like the disaster that was the Mayor handing her a medal in front of the entire city. She is disgustingly good at the crane game, though; somehow, she's figured out how to pinpoint the prizes that aren't packed in so tightly. Since she has no use for them, however, she's offering her services to anyone who seems to be eyeing the machines. Since she's already won at least three stuffed animals, including a blue frog and a strange lightbulb shaped character from a movie franchise that needs to die already.]

Alternatively, lemon is a personal favorite baked good flavoring, so you might catch her guiltily and greedily going back for a second lemon tea cake as the supplies are dwindling.

So in the spirit of things, he's open to challenges at arcade games, even if he even admits that he's "rusty as hell" with fighting games - cooperative action games seem to be okay, though. Actually he seems to be doing pretty damn well in a Time Crisis-type game, getting fully into it before he turns to the people behind him and flashes a trademark dimpled grin. ]

[ After a few rounds of games, he does head upstairs to the couches, relaxing for a little bit with a drink and watching everyone below before heading back down to the festivities - though he's not opposed to some casual conversation while up there.

But either way, she's ghosting around the rest of the arcade, trying out some other games. She's mostly doing it for the novelty, self-aware of the fact that she's one of the oldest people here... Which probably makes it doubly silly that she's eager to see who is in the dunk tank to maybe drop them on in.
But a fair bit of time has to be spent up on the couches, nursing a drink she seems to be only distantly aware of (she's not bothered to take any cake) and pinching the bridge of her nose. She might be seen popping an aspirin. In the dim lighting of this arcade she's alternating between wearing and not wearing her now-trademark sunglasses.
She does have two little gifts for both of the birthday girls though. And generally she's just around the whole time if you want to accost her or have fun. Or have her accost you. She also plays a pretty solid pool game. ]

In any case, he considers himself a friend of the family and a (poor) substitute for her father's presence.
Some of his time is spent over by the arcade. He would point at a few of the machines and ask: ] Is that Pac-Man? [ Even though, the name of the game is right on the machine itself. He will non-seriously argue with people about how every game is Pac-Man.
And he spend some time by the dunk tank. It was initially something that he just acknowledged before realizing that he wouldn't have to talk to anyone if he were to be the hapless victim sitting on it. Fantastic. ] Welcome. And he finds he is more comfortable leaning against the wall than sitting on the couches. He watches the part and people carefully, thoughtfully. It really does seem like Sakura has many friends -- well, her and Minako. This should make both feel loved and less lonely in the world that may occasionally feel like it is going mad. [Too late to escape now. The only thing that makes him feel marginally better about this turn of events is that he probably won't have to lift the arcade machines after all.
But hey, since he's already here, there's no reason not to try and have some fun. Normally Ragna seems opposed to any sort of amusement, but after spending a few days doing nothing in his room he's kind of bored. However, it soon turns out playing the arcade games is a lot more difficult when one can only use one hand, and one they're not particularly good with at that. He seems to take offense to the games proving him that and is stubborn to keep trying in a futile attempt to prove them wrong.
If asked about this apparent insanity, though, he's got an explanation that sounds slightly less ridiculous in his head:]

Unsurprisingly, that doesn't work out too well for him and eventually, Ragna is forced to admit defeat (at least for the time being). Instead, he moves on to the dining area, because nothing could possibly go wrong with free food. Or so he thought, but is soon forced to reconsider that as cutting a slice of pizza with his left hand proves to be more than just a minor setback. In fact, it's quite a struggle.]

He can be found at several areas around the party. Byakuya spends some time by the food, feasting on pizza and wings, while keeping an eye on others to make sure everyone is eating their fill. He'll also be quick to secure himself a slice of cake when the time comes!
Aside from that, he mostly hangs out around the arcade/crane games, checking out the selection and occasionally trying his hand at some games. Cheer him on, or challenge him? Or try to drag him into the purikura booth...]
