[He's not giving his advantage away so easily, but Goro pulling his hair- which hurts like a bitch, but he'll deal- is a great invitation for him to do the same.

[Because he's weak and a wuss, because Silver looks down on him in this aspect, and Goro presses his lips tightly together, getting up and launching himself at the other's gut.]
[Down Silver goes in a hurry, and for a moment he's startled as he takes it in. But once he does he doesn't put up a struggle. He just gives Goro a cold stare.]

[Goro fists Silver's shirt, a fiery look in his eyes, and then he exhales shakily, forcing his grip loose. Sits back on Silver's legs, pressing the heels of his hands into his eyes with a shake of his head. Blows out his mouth.]
I don't want to, [even if the annoyance and anger's still there.] I'm not going to punch you, Silver, I'm just... I'm not that kind of person. Though I really wish I was sometimes.
[Violence isn't the way he wants to solve things. He's certain he can defend himself if needed, desperately or not, but-- it's not something he'd choose to involve himself in, not without good reason.]
[Of course that's not the type of person Goro is. It would be so much easier if it was.]

[And as frustrating as it is, as much as Silver complains about it, there's a reason why Silver's refused to raise a hand against Goro. He made that mistake a while ago.]

Most people run when they get punched. People like to act tough, but they can't follow through once there's actually a threat.
[That's not always the case, of course; there are plenty of people that Silver's gotten into actual fistfights with. But a lot of the time, all it really took to shut someone up was one hit.]
