Why would Togusa - either Togusa - need an English copy if he already had the Japanese one? Togusa reads standard Japanese more fluently than Shuji did (before Retrospec intervention) and he doesn't have reason to think that past Togusa was any different.
Copyright on the Japanese version is 2029, credentials at his job are 2030. Shuji checks the copyright on the English version to try to guess if he got the book before or after he started working with the police.
