Excellent! If these two begin to talk to the townspeople they will find that they have plenty of support for this protest and can gather a large group of followers. While the townspeople wouldn't do this themselves necessarily, they will be supportive and feel better working in a large group. They will be able to find materials and make signs, get the support of several local businesses, and be given the general amount of time that it takes for the meetings between the harbor owner and the mysterious man to end.

They will need to go around several businesses asking for support, make signs and etc, and make sure to keep the crowd from getting out of control in order for this protest to be successful! Some of the townspeople may get rowdy the more fired up they become, but with some fast talking Soujirou and Makoto can keep everyone calm and united.
