Elda would find that while there may be one or more supply drops from Zee personally to give the town a chance to recover, Magatus is finally getting back up to its standards thanks to re-opening the ski lodge and being able to open lines of trade with Recollé and other regions. If she checks in she will find that the mood is much better and the economy is beginning to stabilize, and several of the NPCs from before would recognize her and be cordial with her.
